The European Union's EU AI Act (Regulation 2024/1689) is the world's first comprehensive AI regulation. Its high-risk obligations were originally set to apply from **August 2, 2026** for both standalone systems (Annex III) and AI safety components in regulated products (Annex I sectoral law). On November 19, 2025, the European Commission published the Digital Omnibus on AI — a legislative proposal to amend the AI Act, primarily by deferring the high-risk obligations.
